GENERAL ITEMS

9. ADOPTION OF RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description
Pursuant to the Interlocal Agreement for Public School Facility Planning and to applicable statutes, staff has identified a site for a future elementary school site in North Port.  This "Haberland" site is comprised of 92 small parcels and is desirable due to its sufficient size, location, numerous street connections, minimal improved parcels, and overall price.

Recommendation
That the School Board adopt the resolution authorizing staff and general counsel to acquire the Haberland site for a future elementary school as presented.

AGREEMENTS/CONTRACTS

10. APPROVAL OF THE TAVALIN CONTRACT AMENDMENT
Description
Increase existing contract by ($10,000) ten thousand dollars with Fern Tavalin for consultant responsibilities and project management of the Teaching American History Grant.

Recommendation
That the Board approve the increase of Contract # 110001 by the amount of ($10,000) ten thousand dollars.

11. APPROVAL OF AGREEMENT WITH THE MARIE SELBY BOTANICAL GARDENS, INC.
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education Students from Booker High School, Oak Park School, Riverview High School, and Sarasota High School, ages 16 to 22 years old, in 9th through 12th grades, to learn the day to day business operations at the Marie Selby Botanical Gardens, Inc.

Recommendation
That the School Board approve the agreement between the Vocational Instructional Program and the Marie Selby Botanical Gardens, Inc., as presented.

12. AGREEMENT BETWEEN ACADEMIC EXCELLENCE TUTORING AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES
Description
Academic Excellence Tutoring will provide in-home individual or small group off-site tutoring services to eligible students in Title I schools not meeting AYP. Tutoring sessions will take place on-site (schools or in home) or off-site (library, church, community center) for no less than 1 hour per session.

Recommendation
That the School Board of Sarasota County approve the agreement with Academic Excellence Tutoring to provide SES tutoring.

14. AGREEMENT BETWEEN SYLVAN LEARNING OF SARASOTA AND CHARLOTTE COUNTIES AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES
Description

16. AGREEMENT BETWEEN SARASOTA FAMILY YMCA, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

Sarasota Family YMCA, Inc. will provide one-to-one mentoring for at-risk students.

17. APPROVAL OF TECH PREP-CAREER PATHWAYS ARTICULATION AGREEMENT WITH ART INSTITUTE OF TAMPA AND THE SUNCOAST CAREER PATHWAYS CONSORTIUM FOR THE 2010-2011 THROUGH THE 2011-2012 SCHOOL YEARS
Description
In an effort to create a seamless career development system, educational institutions have been encouraged to develop articulation agreements at all feasible levels.  The degree of articulation depends  upon the area of study involved, requires an in-depth analysis of the curriculum and agreements by all parties as to the credibility of the preliminary course of study.  The articulation agreements that are the core of the Career Pathways program afford students the opportunity to earn college or postsecondary credit for courses that are completed as part of their high school program of study.  This agreement allows students greater access to postsecondary education through a mutually beneficial partnership between Art Institute of Tampa and the School District of Manatee County, supporting and aligning with the EdVantage core value of lifelong learning and the strategic objective of creating partnerships.

Recommendation
That the Tech Prep-Career Articulation Agreement with Art Institute of Tampa and the Suncoast Career Pathways Consortium for the 2010-2011 through the 2011-2012 school years be approved.

18. APPROVAL OF AGREEMENT BETWEEN COASTAL BEHAVIORAL HEALTHCARE, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement is to provide one Mental Health Liaison for two years to collaborate with the Project Coordinator for the delivery of the Connections 4 Healthy Students Initiative and associated mental health grant objectives.

Recommendation
That the Board approve the agreement between Coastal Behavorial Healthcare, Inc. and the School Board of Sarasota County, Florida.

FIELD TRIPS

19. APPROVAL OF THE BOOKER HIGH SCHOOL VPA DANCE FIELD TRIP TO NORFOLK, VIRGINIA, ON MARCH 9, 2011 THROUGH MARCH 13, 2011
Description
This is an annual regional high school dance festival in which students participate in four days of dance master classes, perform in evening concerts and view the works of students from other schools.  Students will also have the opportunity to take classes and attend lectures from college dance faculty and working professionals.

Recommendation
That the Booker High School VPA Dance field trip to Norfolk, Virginia, on March 9, 2011 through March 13, 2011, be approved.

20. APPROVAL OF THE BOOKER HIGH SCHOOL VOCAL JAZZ ENSEMBLE FIELD TRIP TO BOSTON, MASSACHUSETTS, ON MARCH 4, 2011 THROUGH MARCH 6, 2011
Description

This is an annual competition in which over 3000 students from across the East coast participate.  Students will have the opportunity to watch any/all of the ensembles.  We are six time defending champions for Vocal Jazz Ensemble and four time defending champions for Jazz Combo.  In addition to a great opportunity for our students, it's also great public relations for Booker High School.  Along with scholarship auditions, students will also have the opportunity to tour the Berklee College of Music.



Recommendation
That the Booker High School Vocal Jazz Ensemble field trip to Boston, Massachusetts, on March 4, 2011 through March 6, 2011, be approved.

EXPULSIONS

21. APPROVAL OF EXPULSION CASE NO. 11-017
Description
On September 9, 2010, the student listed in Expulsion Case No. 11-017, violated School Board Policy 5.34(1)(g), Fighting and Disruption.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 27, 2011.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 11-017, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year, the 2011 summer session, until September 27, of the 2011-2012 academic year.

Description

That in accordance with provisions of Sections 232.26(2), Florida Statutes, Florida State Board of Education Rule 6A-1.0956, and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-002, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until August 23 of the 2011-2012 academic year.

The student listed in Expulsion Case No. 10-316, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 17, 2010, the student listed in Expulsion Case No. 10-316, violated School Board Policy 5.32, Zero Tolerance, and 5.322, Prohibition Against, Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 4, 2010-2011 academic year.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-316, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 4 of the 2010-2011 academic year.

26. APPROVAL OF EXPULSION CASE NO. 10-409
Description
The student listed in Expulsion Case No 10-409, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On April 12, 2010, the student listed in Expulsion Case No. 10-409, violated School Board Policy 5.32(1)(c), Zero Tolerance and Battery on a School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 14, 2011.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-409, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-11 academic year, the 2011 summer session, until August 14 of 2011-2012 academic year.

Description

28. APPROVAL OF STUDENT EXPULSION ABEYANCE CASE NO. 10-423
Description

School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.

30. APPROVAL OF AGREEMENT BETWEEN THE FLORIDA DEPARTMENT OF JUVENILE JUSTICE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement is to provide one Juvenile Justice Liaison for two years to collaborate with the Project Coordinator for the delivery of the Connections 4 Healthy Students Initiative and associated mental health grant objectives.



Recommendation
That the Board approve the agreement between the Florida Department of Juvenile Justice and the School Board of Sarasota County, Florida.

31. APPROVAL TO ADVERTISE AMENDMENT TO SCHOOL BOARD POLICY 2.22, BOARD MEETINGS
Description

The amendment involves adding new subparagraph IV (C) which provides: "Speakers addressing the School Board shall not make remarks which are irrelevant to the business of the School Board or which are abusive, threatening, defamatory, obscene, profane, or otherwise of a disorderly nature.

32. APPROVAL FOR A TWO YEAR MORATORIUM ON EDUCATION SYSTEM IMPACT FEES
Description

On April 13, 2004, the Sarasota Board of County Commissioners, acting upon the request of the School Board of Sarasota County, adopted Ordinance No. 2004-028 establishing county-wide school impact fees.  The County Commission has amended the ordinance twice.  On July 28, 2004, Ordinance 2004-085 clarified the affordable housing language, and on July 11, 2007, Ordinance 2007-056 amended the Credits section.  The 2008-09 report (attached) documents the collections, reimbursements, and allocations for the past five fiscal years.  At this time the School Board asks that the County Commission institute a county-wide moratorium on the imposition of the Educational System Impact Fee for the period December 1, 2010, through November 30, 2012.  Unless negated by a future Resolution of the School Board, the Educational System Impact Fee Ordinance shall resume December 1, 2012, in its current form.

 

 



Recommendation

That the School Board of Sarasota County requests the Sarasota Board of County Commissioners to adopt an ordinance suspending collection of the Educational System Impact Fee for all Principal Residential Uses where both (a) an application for the corresponding Building Permit is submitted to or accepted by the County or Municipality during the period December 1, 2010, through November 30, 2012, and (b) the Certificate of Occupancy is issued on or before November 30, 2013.  Unless negated by a future Resolution of the School Board and action by the Sarasota Board of County Commissioners, the Educational System Impact Fee Ordinance shall resume December 1, 2012, in its current form.
